+1 especially when the "signature" starts. First down stroke Of "C" is terrible.

Yes, different baselines and negative spaces in the "o's." If that is a variant of his baseline I can't say. It seems so.

I believe this is likely secretarial. Typically, if every letter in Eastwood is clear and legible, it's the secretary.
