Wouldn't the bumps be consistent with a fountain pen?  I don't see any pooling.  That is what I usually look for if I suspect a fountain pen signature to be drawn slowly.

Yes the bottom of the B. The A the top of the R do look sketchy on this closer view.

Going from my crappy work monitor at work to my 27 inch 1140p monitor and zoomed in I would have to say garbage...But nicely framed garbage Chris knows all about that Nicely framed junk.

The whole signature is terribly wobbly, hesitant and slow. I agree with Chris that it may have been traced. While it is true fountain pens do sometimes drop heavy areas of ink where the pen changes direction, etc... this is way beyond the normal range of "ink dropping."

nice job Steve.  as you point out there are a lot of issues with this signature.  most importantly it is lacking the fluidity of an authentic example
