The only people who buy and sell crap like this are people who know ZERO about autographs and scammers.

The major outlet for these forgeries before they reach Ebay are local auctions, estate sales, local card shows, etc.  These are directed at people who know absolutely nothing about autographs.   Scammers also buy this crap to flip on Ebay to the wannabe autograph collectors.
