Steve P messaged me, so I will also provide my response here...

I was not familiar with the background of Pacific Coast Galaxy. A quick Google shows that the person behind it was peddling fake moondust in the 90s.

This print was released in the late 1980s. I have reviewed dozens of these prints over the years and this is the first time I've actually seen the accompanying paperwork. That said, I believe the signatures are unquestionably authentic and have no concerns at all. These prints have been on the market for over 30 years and have never been questioned to my knowledge.
