Keep an eye on Rough Trade's web site in the weeks to come. I got an in store signed vinyl from a band I follow that performed there and did a signing. I don't think the extras surfaced for 6 weeks.

I ordered from 4 places and haven't heard anything from the Record Exchange, Drowned World Records, or Down in the Valley, but my Park Ave Records one shipped so at least I'm not getting shut out.

My local store only had 2 copies, was really lucky they didn’t post online and I was able to get one

Electric Fetus in Minneapolis only reported 7 CDs available (a larger store too)
Twist and Shout in Denver reported having some, but Sold Out.
while those in Portland OR might still have an in-store chance, as Music Millenium reported: " Our entire Green Day order has been delayed due to weather. If you were planning to stop by this morning to pick up 'Saviors' hold off for time being. We'll let you know when it comes in. Hopefully by late morning/early afternoon."

It showed up as available on Electric Fetus’ site in the wee hours this morning so I ordered one, by the time I woke up they had cancelled it.
